The item upgrader is an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager is a cost of 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to buy upgrades.
Boosts
With an upgrader for your item you can enjoy many bonuses. They can include stats and extra bonuses. These bonuses can be utilized on armor, weapons and trinkets. They can be used to improve the capabilities of a character, or add a new element of variety to their character.

Costs
Upgrades come with some associated costs. The first is the upgrade itself. The cost is based on the new level of the item and the number of perks it gains and can be costly. It can also be expensive to upgrade an item to a higher level (such as Explorer > Champion, or Veteran > Heroic).
The other is the cost of materials needed for an upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists of Pandaria or Warlords of Draenor Quests. The quantity of these items required can be seen in the inventory of an upgrade vendor.
It takes time to upgrade an item. Depending on the size of the upgrade, it could take anywhere from 8 to 12 hours. The upgraded item's base stats are calculated by using the new ilvl of the item bonuses, perks, and other properties. This calculation determines the new Armor Class bonuses, damage dice, as well as other important statistics. In some instances the upgrade can grant additional benefits that can be chosen from a list of advantages.

You can also add other materials to the upgrade to increase the chances of success. The materials are displayed in a window located above the + button. There are a few limitations. The maximum amount of material you can upload is shown directly above the + button.
Another method to increase the odds of a successful upgrade is by using an item called Blacksmith Blessing or an upgraded version of it. This item is useful when your piece of equipment or weapon is nearing or has reached the top level of its level.
